First Lieutenant Tom Fugate (Left), 12th United States Colored Heavy Artillery reading  GENERAL ORDERS No. 20, dated June 13, 1864, issued by order of the Secretary of War thru Adjutant-General  Lorenzo Thomas.

GENERAL ORDERS No. 20 set the stage for the organization of United States Colored Cavalry, Infantry and Heavy Artillery Regiments within the state of Kentucky, which subsequently led to the enlistment of over 23,000 ex-slaves and free men of color. Almost half of that number enlisted and was trained at Camp Nelson.  The 4th US Colored Heavy Artillery was the first to organize in Columbus, and the last to organize was the 125th US Colored Infantry regiment at Louisville. 

The number does not include those who departed Kentucky and enlisted in other states.
